
PHiMARA (fim-ah-rah) is a non-profit road maintenance organization created by your fellow Prospect Hill property owners to ensure we all share a safe, drivable main access road that protects our coastal ecology.

PHiMARA is needed to:

Organize consistent maintenance of our shared main access road to allow regular use by residents and as needed use by construction crews, emergency response and utility repair.

Facilitate compliance with USVI law regarding shared maintenance requirements.

Ensure our shared main access road complies with USVI environmental law for storm water run-off.

The difference between Prospect Hill and the main access road:
The main access road (pr 27) is the portion indicted in yellow on the map. It allows access to the properties that are directly on it and both subdivisions- Butler Bay Estates and Prospect Hill Estates.
