This plan was created by Jeff Bateman, local survey engineer with ‘The Green Piece’. It follows exactly every item of the Horsley-Witten Guide. That makes it both interesting and not actionable. While it does not have any costs or timing included, it is safe to say it is a million dollar plan that would easily take a year or more to execute. Moreover, the road would need to be periodically closed down for heavy construction. We will not be going ahead with this approach.
